Enhance scratch org creation with the ability to run apex scripts as a final step of scratch org creation:

Create Scratch org
Install package dependencies
Push metadata
Deploy unpackagable metadata
Open scratch org
Assign default permission sets
Import dummy data
8. Run post scratch scripts
