missing instructions for using GitHub for Spanish translations #21

In a separate issue (swcarpentry/git-novice-es#67), @olemis asked "How are we handling Spanish translations now ?"

I replied

Becuase the https://github.com/Carpentries-ES repo has a nice community and has Convenciones_Traduccion.md, I think this is a good place to translate new before migrating the near-final version to either Data Carpentry or Software Carpentry.
The only rule that I'm aware of is that we use the import repository function rather than fork a repository functionality before beginning translations.

However, that is just based on my experience and is my opinion. We should put this into some sort of official documentation. @map0logo @rgaiacs , can you point me to some issues where this has been discussed? I can work it into a CONTRIBUTING file for this repo.

I think that import repository doesn't move issues and pull requests. You might want to consider transfer the repository.

I've added these short instructions for new translators, you can pick parts that you like to add into the documentation
