Such a feature would be in position to help propagate best practices:

initialize readme, license, community health files
set up a basic master/develop branching scheme with branch protecting/review configured
initialize code-for-america and code-for-philly GitHub tags
set up issue templates and labels
optionally, initialize an application template for a selected tech stack that's ready to dev locally and deploy to civic cloud
