do we have a way to send an email to code for philly if the UI or app are down?

@c-simpson will point to the PAWS domain (http://data_test.phillypaws.org/ for test) next time we do a deploy; Karla will coordinate w/ PAWS for creating the (http://data.phillypwas.org/) domain
