Bug description

I have this setup in config
command-cooldowns:
repair: 300
feed: 60
But when I type those commands in Caps for example /Eat or /EAT it dont work but the cooldown starts so I can't do /eat anymore

Steps to reproduce

set the cooldown and use Caps in the command

Expected behaviour

it should not start cooldown unless command has been executed property

Actual behaviour

its starting the cooldown even when the command isnt executed at all
