the version of wget used on windows needs to either be upgraded or replaced with another tool to resolve some intermittent download issues

@jikuja can you link some of the logs for this issue in here so that we can discuss the best path forward

There really is no logs. That versions of wget just don't do logging and has no verbose flags for SSL. ref: https://forum.feed-the-beast.com/threads/server-issue-with-wget.197392/
