Remove the comment inside: EXT:extension_builder/Resources/Private/CodeTemplates/Extbase/Configuration/ExtensionBuilder/settings.yamlt for staticDateInXliffFiles (not the whole line, only the #)

Also update this: https://docs.typo3.org/p/friendsoftypo3/extension-builder/main/en-us/Configuration/Index.html#miscellaneous
