A README for every language #120

As discussed on gf-dev, I think it is a good idea for every language to have its own README file, covering amongst other things:

  • the main contributors
  • history
  • publications
  • how things work on a high level
  • technical notes

And anything else which is relevant.

To start us off, I've created one for Maltese (the resource grammar I wrote) here. If we can get a few of these going for a few languages and establish a good template, we can start to push for every RGL developer to start working on the ones relevant to them.

I should add that the format and file extension are not so important; a file called README with non-Markdown plaintext should be just as good.
