Playlist downloads in 360p despite being set to download in 720p

Describe the bug

This started happening long ago but i can't take it anymore, so here i am. Downloading Youtube playlists in 720p is impossible because you see 360p output all the time. Some rare videos form the playlist turn out indeed 720p, seemingly at random. I have no idea what are the limits to this behaviour, as well as if that happens every single time or not, but this happened to me for at least 6 months with downloads of different scale. This might have also happened with single video downloads, but i am not sure.

To Reproduce

1. Initiate download of a playlist from youtube.com (to recreate my experiece it should consist of ~20 videos 30-40 minutes each)
2. Set quality to 720p, leave everything else as default
3. Tick "download playlist"
4. Verify the output quality with different software

Error reports
