Add a config option to not require addresses when making an account

In light of the new GDPR legislation it seems interesting to give the users of the system the possibility of not requesting address details from their members. This is already possible (and is already been done at a user), but at the moment this is hardcoded. This option should be made available to everyone by means of a config option.
