Describe the bug
Just noticed that the Farsi is_fractional_fa() function is referencing _SHORT_ORDINAL_FA and _LONG_ORDINAL_FA that are dicts normally defined in common_data_fa.py

These dicts don't currently exist and so that function will completely fail.
