build/upload process that can push to s3?

We may want to follow the detsys workflow set up to push to S3 on main commit, labeled/tagged PRs, tagged releases.

Need to contact infra team to get a credential set up on repo I imagine.

We did contact the infra team and they've expressed a preference for us just using GH releases and them pointing at them.

(I think there will be downsides to this approach with respect to being able to as readily host test/dev installers as I think DetSys is, but I think we can just defer that decision.)
