Improve general Getting Started experience

As a new user of the Pictogrammers website, I'd like to be pointed to ways to Get Started with a library quickly, so that I am not held up looking for resources for my project.

AC:

• Write a new General document simply called "Getting Started." This document will discuss how to interact with our libraries and get assets into a user's project in the shortest amount steps possible.
  • This new documentation should also include links to other, more specialized documentation we already have (or may need to write).
• Update the home page Hero to include a Get Started Now button that links to this document.
