Menu Drawer is broken when JavaScript is disabled #3661

Describe the current behavior

The menu drawer UI is all messed up when JavaScript is disabled. I noticed the html tag class no longer changes to "no-js" when JS is disabled.

Describe the expected behavior

(Found a random store running Dawn v13)

Version information (Dawn, browsers and operating systems)

Dawn Version: 15.2.0
