I would love to see inertial / kinetic scrolling implemented in Wayland compositors to prevent pushing this to the app layer. Here is an illustration what could be (background) and how it most often works atm (foreground).
In a discussion on hackernews I collected some things that in my opinion would improve the UX of this a lot.
Maybe someone can point me into the right direction to create either a pull request or tell me which project this should be implemented. There alread is an open source JavaScript implementation called Pastrykit, which maybe could be ported - but I'm not sure where to go from here.

Therefore I filed an issue to cosmic, but it seems that may not be the right place to push this forward.
