Addressing Broken Links to Inactive Working Groups #794

In the document docs/miairr/introduction_miairr.rst, there's a link to the Minimal Standards Working Group (http://airr-community.org/working_groups/minimal_standards). However, this page is currently empty.

The AIRR Community WGs page only lists active groups. To prevent broken links and provide historical context, I suggest the addition of a section for past Working Groups on the AIRR Community WGs page. This would allow us to maintain valid links in the documentation.

Email on Oct 4: They're working on a solution, that could include adding some history to the current standards page.

I pointed out, that the MiAIRR paper gives a URL to 'http://airr-community.org/working_groups/minimal_standards', which should resolve into something.
