We're creating empty tables from XML template to allow defining many tables with the same structure (country specific).
Such empty table should not contain any record to avoid empty responses - so adding an empty record by default is not desired, because it should be an optional decision tables to contain no rules to build DRG separately before filling decision tables.

For such empty tables there is no way to add a new record - there are no (+) button to add a new row.

This (+) button appears only if there is at least one row in the table:

Thank you for reporting this ticket @dmitry-buykin. Your use case seems to be interesting and valid. I will discuss with colleagues how and if we can handle this and then get back to you. We need to double check if there is or is not a technical limitation preventing us from fixing your issue.
