在k8s环境中第一次拉取配置会偶尔失败 #238

k8s有两个pod，总有一个Pod是拉不到数据的，有时候两个都拉不到，概率太大了，
目前apollo也是部署在k8s中的，通过dns服务发现调用，超时设置的时间是15秒。
过一两分钟进入到容器内，发现缓存文件都是存在的，说明第一次拉取失败，后续重试成功了。

非k8s环境容器部署没遇到过这个问题。如果说k8s环境有问题，请给出一个解决方案。

建议加入一个就绪机制，我需要等所有apollo配置拉去完成，我才能启动我的程序，我可以等待。

我尝试升级版本从2.6.2 升级到2.10.2 这个问题突然好了，部署了好几次都没复现，这个Bug是已经解决了吗？
