Scheduled GitHub Actions are documented to be automatically disabled after 60 days of repository inactivity:

In a public repository, scheduled workflows are automatically disabled when no repository activity has occurred in 60 days.

Because of the high level of automation in this repo, changes are not regularly needed and so this 60 day threshold can be met.

This issue is to track a longer-term solution to this.
