what happens to me

I run this and then drush @hm uli to login and I think I wedge semaphore

would be good to be able to add default email and receive uli

this fixes it

DELETE FROM semaphore WHERE name="hosting_queue_tasks_running";

Otherwise, this looks like an issue with the queue daemon. I'm not sure whether this is due to how we're calling it, or something upstream. Are you also using the Skynet queue runner? If so, I believe it doesn't currently disable the cron-based queue. So that could be a part of this.
