uniform_real_distribution: 範囲外が出ることがある件の参照追加

uniform_real_distributionがこの変更で範囲外の値を生成しなくなる (とMicrosoftは主張している) そうなので、その面でも確認が必要そうです。

GCCではgenerate_canonicalの仕様変更への対応はY (yes) になってるけど、範囲外の値が生成されました
