Duplicate "Changes in CIAO ..." sections for ahelp files #3

If an ahelp file contains a "Changes in CIAO 4.11" section, but we also have release notes for this change then it gets added twice.

A "simple" solution would be to drop the ahelp content in this case, since we can assume the release notes are more-likely to be up to date.
