Public GitHub repositories such as

provide no SECURITY.md file to give instructions on how to report a security vulnerability.

Change

The contents of the generic cypress-io/cypress/SECURITY.md policy is made available to all GitHub cypress-io repositories that have no individual repo SECURITY.md policy file in place.
