Selecting the region layout and selecting dimensions at the same time leads to an error:
https://tabular.genesapi.org/?data=12613:BEV002(NAT,GES)&time=2017&parent=09&level=2&layout=region

Examples for things that do work:

Selecting the region layout works and not selecting dimensions works:
https://tabular.genesapi.org/?data=12613:BEV002&time=2017&parent=09&level=2&layout=region

Selecting the default layout and selecting dimensions works as well:
https://tabular.genesapi.org/?data=12613:BEV002(NAT,GES)&time=2017&parent=09&level=2
