Updates in forum should post in different category

Proposals are being posted in the forum as part of the "governance" category. Updates are being posted there too.
For the Events service to be precise we should create updates (and migrate previous ones) in a different category.

As part of the same task, Proposals could be created in a different category (and also migrated).

@1emu Shall we dismiss this one? If we create the event for comments on project updates maybe we don't need to modify the structure. WDYT?

• Create a new category: Project Updates
• Point the Project Update's creation to the new category
• Migrate existing Project Updates to that new category
