When I try to authenticate in a dapp, I get a (darkened) message on phone (translation from Russian):
Cannot connect the device Ensure that the devices are near each other and repeat the attempt.
I think (but not sure), it worked before with the same setting:
Samsung A25 phone, used as a WiFi hotspot (Internet access) for a Linux PC.

This seems like the Client-To-Authenticator protocol which is managed by the OS and browser.
II has no control over that.
You can find a nice article here.
Maybe with this you can debug your specific scenario.
