Problem

We now have several projects with either identical or closely aligned configs. We want to explore if we can extract this, e.g. certain core ckanextensions and their configs, into a centralised .ini file that all those projects can use as a base config and extend as needed.

Solution

We should be able to create a root funicular.ini that sets out to be the default config for a COAR-compliant CKAN instance. Each project will then extend this base config as appropriate.
