Create a multi-language environment tutorial

We already have a multi-arch environment tutorial, so it makes sense to create a multi-language environment tutorial. It may seem obvious to us that Flox works with multiple languages, but it probably doesn't seem obvious to someone that is learning about Flox for the first time. See #70 for additional context.
