Bantracker should have different default expiry times for different modes

On freenode, you have two targeting modes to moderate a channel: +q and +b. If eir is tracking "qb" then it should allow for different default expiry times for each mode. This way, you can use e.g. +q at 24h as default, and +b as 7d default.
