Since quite a lot of time we have in place a band-aid logic that deletes corresponding security groups and load balancers on Infrastructure deletion.
The root cause seems to be that cloud-controller-manager didn't clean up the corresponding resources properly. We should investigate this issue further and check if it is an issue with the upstream cloud-controller-manager.
