When linking a TODO to an external repo's issue, often developers are waiting for a dependency's issue to be fixed. It would be nice to get notification when that happens so that ugly workarounds can be removed etc.

This could also be added as a feature in the issue-reopener but is perhaps different enough that it could be it's own action.
