Actions run for a PR are sometimes being marked as failed because the 8398a7/action-slack@v3 step of the build-on-ubuntu-2004 job requires secrets.SLACK_WEBHOOK_URL to be set.

It looks like this only happens when run from a fork; PRs from branches within this repo are seemingly getting the appropriate secret.
