I have several logged course import failures. These all have the message "code converter not found (ASCII-8BIT to UTF-8 with xml_text)". I also have anecdotal reports that some students cannot export content. We are using s3 as the storage back-end. The failure happens within the S3 client.

Steps to reproduce:
Attempt to import a .imscc file into a new course
User will get a message "there was an unexpected error. please contact support"
There is a corresponding error logged in public.error_reports with a stack trace failing in the AWS gem
code converter not found (ASCII-8BIT to UTF-8 with xml_text) caused by /usr/lib/x86_64-linux-gnu/ruby/3.1.0/enc/trans/single_byte.so: failed to map segment from shared object - /usr/lib/x86_64-linux-gnu/ruby/3.1.0/enc/trans/single_byte.so
