Text-box scrolling problem

Summary:

When I scroll down, the text-box covers some of the page title and directions and stuff (sorry, I don't know what all the different parts of the page are called). Not sure if this happens on other types of assignments. Sorry if the screenshots don't show it the best, I could try to upload a gif later.

Steps to reproduce:

1. Scroll Down on an assignment with a text box

Expected behavior:

The text-entry menu should underneath the rest of the assignment details and like bars at the top and stuff
