In the wiki under Manual Setup, it's detailed that GitHub Codespaces installs certain dependencies that are skipped over in the installation of Ruby. The bundler will fail to install due to libidn11-dev being missing at this point.

It should be included in the "You can use our PPA to install ruby:" section so bundler install doesn't fail.
