[tmux-nicklist-portable.pl] prioritize channel modes +q (~) and +a (&) over +o

Some ircds support giving nicks higher priviledges in channels with channel modes +a and +q

The current behaviour is that if a nick has +o at the same time as any or both of two mentioned above, the nicklist will still prepend the '@' symbol to the nick, where it should be & or ~ instead.

Expected behaviour: +q should have the highest priority with the nick being prepended with ~, followed by +a with & then +o

Irssi handles these modes natively in commands such as /names
