show distance to schools from rivers #1078

Expressed by Mark Graham to Gavin Fleming in June at the SAGTA conference

Why? To help schools find the closest river and conversely to see what the closest schools are to a river reach.

This implies a schools layer needs to be available (like it was for SA in the original miniSASS)

Ideas:

style a river layer with colours inidcating distance to closest school
produce a raster layer showing a distance surface between rivers and schools
a a river attribute to schools showing the closest river(s), that can be accessed via a label or the Identify control
