Add test for roi_align

It would be nice to have tests for roi_align.

Investigation of this issue found a few blockers:

• ROI Align may be planned for deletion due to improvements to ROIPooler in Fixed ROI Pooling Output Shape to Consider Multiple ROIs (#2350) #2360
• ROI Align is non-functional due to missing image shape
• FasterRCNN, the only implementation currently using ROI Align, is non-functional and has failing tests

Thus, more work must be done to triage and then take on this work. Opened #2449 to track
