import pygit2 fails before I can even configure anything

When running the test suite for git-deps with libgit2 1.8.1 and pygit2 1.15.0 I get this failed test:

I see in #879 and #884 that I could set cert_file and cert_dir AFTER importing pygit2 itself, but it seems that here pygit2 just fails on import.

I would love to do what's suggested in #879:

import certifi
import pygit2
pygit2.settings.ssl_cert_file = certifi.where()

but I cannot even get there.

Any idea, what I do wrong?
