Investigate creating a Bundler plugin

As of Bundler 1.13, there is an "experimental plugin system". It's not documented very well, but from what I can gather from the test specs, creating a Bundler plugin would somehow involve adding a new thermite command that wrapped/subclassed the gem command and set the appropriate variables before installing the gem. This would also require a separate bundler-thermite repository.
