Menu links in developer changelog broken #673

To reproduce:

Go to https://developer.matomo.org/changelog
Click on a link in the left menu, for example "Matomo 4.11 Breaking changes"
The URL will change to https://developer.matomo.org/changelog#breaking-changes and show the breaking changes from the most recent release that had breaking changes (eg right now Matomo 4.12) but not 4.11

This works correctly in github's markdown parser. Might need to add some intelligent duplicate heading handling to https://github.com/matomo-org/developer-documentation/blob/live/app/helpers/Markdown/TitleIdPreprocessor.php
