Create the necessary steps to ingest NEXRAD data in Pyrad

NEXRADII data can now be ingested.
Given the variety of products available and the fact that some are in cartesian and others are in radial coordinates ingesting NEXRADIII data is a much more complex issue.
We keep it on hold for the moment.
