Help teammate set up local nmdc-server stack to facilitate local development

One of our teammates has tried to set up a local nmdc-server stack on her laptop in order to streamline local development and testing of the Field Notes app (given that the Field Notes app uses nmdc-server as its backend).

I am creating this ticket to remind myself and others about this situation (for when things slow down a bit), and to represent the task of remedying it.
