Cleanup: Move Swagger tag descriptions out of main.py and into helper file

Storing the long blobs of prose in main.py gives the file lots of "responsibilities" and can make it more difficult to know when someone is modifying code versus prose. I recommend moving these blobs of prose into a separate file and importing it where necessary.
