Loaded in files that you cannot modify should not have the add tags button on the file carousel based modal #6244

Files you can't actually change since one is not in the group

No add tags button nominally visible

Clicking on the tags list provides the tag listing/creation UI

Me trying to add a tag

But it fails when you actually try to do it since you don't have permissions
