This control checks the mode of initialization files in homedirs. It needs:

an input for dotfiles that are permitted to skip this control
an input for additional locations to look for initialization files outside the homedir (that are included as dependencies by the homedir files)

We should likely review all the initialization file checks for consistency as well.
