Epic Milestones

• upgrade all apps to node 16
• Resolve all app deprecations
• Add deprecations to repolinter deprecation rule set
• Define code owners for these repos
• Prepare for the handoff of 3rd party apps to the new team

we decide to make seperate tickets for each repo, but ideally we just automated this ticket create process.

@jpvajda For this issue, I think we want to treat it like an epic and directly add the individual tickets to the sprint.

@aswanson-nr in that case we should track this in Zenhub as a epic and ensure it's on our roadmap for 2022, We have until April, so let's do that. I can add an epic and ensure it's reflected to our stakeholders.
