Replace Swashbuckle Swagger implementation for NSwag, which is an equivalent alternative.

Context

Microsoft is deprecating Swashbuckle Swagger from their templates due to problems on its maintenance, so Monaco should follow by deprecate it from the backend template and replace it with NSwag, which is a very popular alternative.
