Icons not created when OpenSim is run as SYSTEM #1383

When running "OpenSim-4.4-win64.exe /S" as SYSTEM (commonly how it's done with deployment systems like SCCM) the installer does not create any shortcuts.

When I run the command as a USER (under an Administrator prompt) it works fine.

I've recreated the issue through SCCM as well as locally. Please let me know if I can provide any more information.

Steps to reproduce

following information here - http://woshub.com/runas-localsystem-account-windows/ run command prompt as "SYSTEM"
run OpenSim installer 4.0, 4.3, 4.4 or 3.3 silently

Expected result

Start Menu Icons would get created

Actual result

No icons get created.
(include screen grabs where appropriate)

Environment and GUI version

Windows 11, GUI verion version 4.4
