Unchecked Controls file in Analyze tool is still being used by the tool

Steps to reproduce

1. open Analyze tool
2. check Controls and select a file
3. run the tool
4. uncheck the Controls
5. run the tool

Expected result

When Controls is unchecked, this input should be empty.

Actual result

Although Controls is unchecked and its file name is inactive, Analyze tool still uses it and the outputs of the tool with checked and unchecked Controls are identical.
